Ubuntu can be shutdown from lock screen without password

Windows 7 Pro is the same way... You can shut it down or restart it without
having to log in. 

 

And you can't prevent someone from pulling the power cord. Or prevent
someone from stealing the computer. Or prevent them from hitting the reset
button. Or stop them from forcing it off by holding down the power button. 

 

Physical access to a computer means they can do what they want with it.
Maybe you have a security problem.
