Changing the grub menu default

Hi,

I want to change the default settings of the grub menu.  More 
specifically, can I use the simple emacs editor that pressing <e> at the 
grub boot up menu?  I want to change the default time delay and the 
default OS that is automatically selected when the timeout period 
elapses.  From the looks of it I can change individual menu items but 
not global grub settings.
