You need to chose the PDF reader by the used application.

First install one or several PDF readers, e.g.
http://packages.ubuntu.com/trusty-updates/evince

then for e.g. Thunar, it's the default Xfce4 file manager

Right-click on a PDF file >
Open With >
Open With Other Application... >
[x] Use as default for this kind of file >
Select a PDF reader
