How Come I Cannot Download the Latest Ubuntu 15.04 Desktop?

If you set it to that, sure. You don't have to. You can in fact upgrade
directly between LTS releases for example.

You can also boot from the iOS image/CD of the release you wish to go to
and upgrade your installation that way.
