It does mean that a lot of people try to improve Firefox, e.g.

or they try to provide a browser similar to Firefox, that isn't based
on Firefox, e.g.

https://en.wikipedia.org/wiki/QupZilla

and IceCat is one of the attempts to improve Firefox regarding some
aspects.
