I might be mistaken too and btw. I'm not the OP. Doesn't an apt-get
install automatically download the package, even if it's already
provided by the cache? I won't search the Internet, perhaps the OP
should do.
IMO the OP should file a bug against the package, not by using a bug
report tool, but by subscribing and manually open a ticket at
https://bugs.launchpad.net/ubuntu/ , so a maintainer would directly
correspondent with the OP.
