Ubuntu hasn't had a chkconfig package for a long time. Probably since
upstart became the init.

Anyway, in Debian and Ubuntu it was probably only useful to list
services. I've never tried to control them like on a RHEL or a Fedora
system because I expected it either to fail or to interfere with the
native tools.

The equivalent command is "systemctl" but it has far more options.
