Should machinectl do this?

I did a "do-release-upgrade" from 14.10 to 15.04, but I've had no
problems that I could trace back to the upgrade. The bugs I've found so
far have been actual bugs in 15.04, which have been filed and fixed.

Hmm. I am quite certain that I haven't specified it. I downloaded the
image, placed it in /var/lib/machines, and started it with machinectl.
That's it.

I'm wondering if I should file a bug, but if nobody else sees this
behaviour it could be something local. The only way to know would
probably be to install 15.04 from scratch on a free partition to test,
but I really don't have the time. OTOH, filing a bug could possibly
lead to finding out why this is happening, If it has to do with the
upgrade process, a lot of other people are going to do that after
release.
