Yes, I think so. As I'm not familiar with Unity, I'm not sure if it 
applies here as well, but with KDE you have the option to start either 
with a fresh login where no applications are started automatically or 
you can start return to the session that was saved when you logged off 
the last time. If you start with a saved session, the applications which 
were in use are opened again with the same options (as far as possible).

And the startup applications would be a different option which doesn't 
depend on your last session.
