PC does not power down AND screen does not recover

Good evening
I am 'using' xubuntu 14.04 on a note PC.

It used to power down when I closed the lid AND the screen turned back
on when I opened it.

As of today - to the best of my knowledge - it DOES NOT power down when
closing the lid.
The machine (fan) keeps running and full speed.

When I open the lid to see what is happening, that screen is and remains
black.
Since I have NO WAY of knowing, whether the computer actually IS doing
something upon opening the lid ...
cutting the power is the ONLY remaining option.

Now, what is this all about?

I went through the power settings, but apart from the fact, that I
cannot find an item about
what to do upon closing the lid .. the settings seem to me exactly as
they used to be.

This may not belong here, but I have also a VERY old machine on which I
installed lubuntu 14.04.
When I set that thing (desktop PC) to "suspend", it does "suspend" (I
assume), but the screen here too is and remains a solid black.
Leaving only the "power-cut technique".

Is this a bug?
Is there a trick to fix it?
It is, like 10 million other things too, VERY annoying.
