They're in the config editor (Edit->Preferences->Advanced->General, 
bottom right corner, FTR) under mail.identity.id*.htmlSigText where * is 
the account's number. As to the actual file those configurations 
settings are stored in, it's in prefs.js in your Thunderbird profile 
directory.
