Heh. It is confusing...
Changelogs are usually where upstream writes down the code changes.
Changelogs may (or may not) have a meaning to upstream. Some use it,
some moved to other places, like git logs, or whatever they use as
source code control system. Usually, when upstream move off updating
changelogs, it is still kept for historical reasons.
Local changes to upstream code (like this one) are usually reflected in
Changelog.debian for Debian-based systems, including packaging changes.
Also, the Ubuntu updates site [1] will carry the changelogs for all
versions of Ubuntu.
