That sounds like a bad idea.  Why a hard limit?

I use pan, and for gmane and mozilla news servers I just download the 
headers.  Unless you have a really slow connection, why would you use pan 
to download message bodies in bulk?

An alternative is to run leafnode and then connect pan to leafnode; this 
is nice because it runs as a cron job and can download headers and body, 
but, unless you have an incredibly slow connection I can't imagine why 
you'd need to use it for gmane...?
