Clearlooks theme problem in 14.04

I use the clearlooks theme on my desktop 12.04. In preparation for 
upgrading to 14.04 I installed a fresh copy of 12.04 on my notebook and 
then upgraded to 14.04.

Once the upgrade was finished I installed the clearlooks-phenix-theme 
but it does not look like clearlooks on my desktop nor does it look like 
screen shots I have seen of it on the internet.

The scrollbars and items selected in lists are blue, but the title bar 
is grey not the blue I was expecting and blends in with the menu bar. 
The window controls are the default orange and black not the white I see 
on 12.04. I have tried using the unit-tweak-tool and unsettings to 
change them but have been unable to do so.

I have read that the position of the window controls is hard-code and 
can't be changes as it could in the past.  Does this apply to the title 
bar as well?

Anyone have an idea of how to make it look like 12.04?
