Hi all
It's been a long time since John asked for his problem. I hope my ideas will
help him or others.
I'm on a Live USB running Lubuntu 14.04.1. I also got the same message error
as John when trying to install photorec (although I can install testdisk
from command line successfully). After reading a lot information on Google,
I found a simple way to install it manually.
1. Download TestDisk and Photorec at the below link (select file matching
your Linux):
http://www.cgsecurity.org/wiki/TestDisk_Download
2. Extract the file just downloaded. 
3. Open Terminal, change directory to the place you keep your files, type
command to run Photorec/TestDisk:
sudo photorec_static
sudo testdisk_static
