why is old version of PSPP avaialble in repository?

as you can see by looking at the package version, this package has no
ubuntu changes (no -XubuntuX on the package version) ... it comes
straight from debian ... debian import freeze was on february 6th [1].
it is likely that the debian package was simply not updated in the two
weeks between the 0.8.2 upstream release and that date and nobody
requested a manual import for it after the import freeze took effect ...
note that feature freeze does not apply to universe packages, it could
have been synced manually at any time until release if someone had
requested this ....
