I think you are confusing the CLI format (--callto) with the URL format
(skype:). In both cases, though, the angle brackets are should be
omitted. 

When Skype is not running, --callto does nothing except start Skype. If
Skype is already running, running "skype --callto echo123" will work as
expected (notice that the test service is called "echo123", not "echo").
