New Windows Going To Background

I can't think of many examples, but I know it has annoyed me very 
frequently.

Often times when a new window for something has started, it goes into 
the background.  I have to bring it up from the launcher or alt + tab.  
The one example I can think of right now is clicking 'mailto' links from 
Firefox.  It opens Thunderbird just fine, as it should.  However, the 
compose window goes to the background when I expect to be the new active 
window in the foreground.

Is there a setting somewhere I can change for this?
