Further experiementation:

I created a new image (File=>New [while in the 'in the menu bar' mode]) and
that has no effect (the menu is in the inage's window title bar, as expected,
but still unusuable). I *can* use the keyboard accels: Alt-F opens the file
menu and I can then traverse it with the mouse.
