Regarding XFA see:

*will* open XFA Adobe LifeCycle documents. Try the sample document from
<https://bugs.launchpad.net/qpdfview/+bug/1258623/comments/1>
and the document from Brandon Vincent. If your Adobe Reader can open
these two documents then you should be able to open your healthcare.gov
document. Note that Healthcare.gov are far behind the times with regards
to their documents & formats:
