It indicates a mismatch between what upstream thinks is appropriate
directory ownership, and what Debian/Ubuntu maintainers think.

Personally I trust Debian maintainers.  I've been running a Mailman
installation on a 12.04 LTS server for many years now, with no issues,
despite /usr/lib/mailman/bin/check_perms complaining about the same
"problems".
