They don't need to be forced. Many people I know have started to
transfer their mail away from Google's servers, are saying goodbye to
Facebook, trying other search engines, and are weary of trusting any US
company with their private data.
Make no mistake, this is costing US companies a lot of money. I say:
good luck to the US services.
Apart from that it is pretty laughable that EU leaders are making
proposals like that, because they know very well that their own secret
services are doing the same thing, though maybe less massive.
Ontopic: there has been a lot of discussions on this subject in other
(more suitable) places. If you Google you will find them. Some examples
are hushmail.com and safe-mail.net. But it is naive to think that your
privacy is guaranteed on any big mail server. If you want guarantees,
you have to work for it. I.e. encrypt your email and make sure the end
points of the encryption are secure as well. Even then you metadata is
still out there.
