Backup your deluge files & then maybe try:
$ sudo apt-get purge deluge
$ sudo updatedb
$ locate deluge (and then delete any files that your tar install may
have installed)
Then:
<http://dev.deluge-torrent.org/wiki/Installing/Linux/Ubuntu>
(try the ppa for the latest version)
