OK open skype, go to Options, click on video devices. Third thing down
Select webcam, click to drop that box down and see if your webcam is
mentioned in there. Also I am assuming it is a USB webcam, try plugging
it into another USB slot on your computer, not in to a USB HUB. Just
working on some of the minor things that could be wrong.

Cheese Webcam Booth is a program that allows you to make videos from
your webcam. It has several different video filters you can use. It
should already be installed.

BTW what type of webcam do you have, make and model?
