If you are running 12.04, you'll need to enable partner proposed:
<https://launchpad.net/ubuntu/+source/skype>
(4.3.0.37-0ubuntu0.12.04.1 release, proposed (partner) )

Regarding getting skype 4.2 splash, have a look at what your Skype
launcher is actually launching. If you have installed 4.3 directly you
will most likely need to adjust the launcher to your manually installed
version.
