It confirms that the version available in the repos for 12.04 is 4.2
and that you have not got them installed.  It doesn't explain why 4.3
downloaded from their website does not work for you.  To reconfirm
what you are seeing, if you run
skype --v
it shows 4.3, but if you just run
skype
then onscreen it shows 4.2?  Is it possible it is actually 4.3 but
they have forgotten to update the displayed version?
