Upgrade from Xubuntu 12.04 wants to go to Ubuntu 14.04

My understanding is that the only difference between Xubuntu and
Ubuntu is which packages are installed.  When you upgrade to 14.04 it
will upgrade the packages that you already have installed and so if
you start with Xubuntu 12.04 you will end up with Xubuntu 14.04.
