GUI added users not added to the "users" group.

I noticed today that users added using the GUI tool are not added to the
the general "users" group. In fact not even the user added at installation
is added to the "users" group.

I assumed that the users group existed for all "human" users. I could see
why users created with "useradd" would not automatically get added to the
"users" group, but GUI added users are most of the time going to be human.

Is this a bug or by design?
