I don't think so, at least not in the way I think you mean.  To me it 
looks like python-lockfile provides an api to lock files from a python 
script.

I am also teaching myself python.  I'm not sure what updates and changes 
you're referring to.  Python seems to be stable and unchanged on my machine.
