Create technical issues on Ubuntu and fix

No, I mean,, I want create ordinary or unique issues , Ex. may be using
some performance testing tools like Jmeter, spike the cpu time, memory etc.

Is there any tool or anything to do it professionally and assign them to
some of my folks , and eventually they will fix it
