As Colin mentioned the newer 3.1.0 version will very likely be in 14.04, 
and possibly backported to previous releases. But rather than switching 
releases, why not just compile and install the updated version to /usr/
local? Rsync's build dependencies are few so it's a relatively simple 
undertaking.
