You don't say where you reside!

let you choose a computer, pick your hardware configuration, AND specify
NO OPERATING SYSTEM, nicely avoiding payment of the microsoft tribute.

Note that I've never bought a computer from either of them, so I cannot
recommend their products from personal experience. Before buying
anything from either of them, I'd be wanting to know the model number to
purchase for, e.g. replacement laptop batteries.
