Agreed.

If Phil did not actually upgrade but did a clean install, then -- for
some strange reason -- virtual desktops are disabled by default in
13.04. You can turn the feature on from System Preferences - I think
it's under Displays or Desktop.

If he upgraded from a previous version where this was turned on,
though, it should still be on.
