The way I see it the problem can be either:
* CUPS for some reason holds the jobs. Maybe the queue is stopped? This
can be checked via http://localhost:631/ on the desktop.
* Samba for some reason holds the jobs. I don't have up-to-date
knowledge on Samba so I cannot help you there.
