I think you are misunderstanding the point of this list, it is a support
list for users of Ubuntu rather than the packaging of Ubuntu. This sort of
question is probably going to be better answered in a different place. I
don't want to stifle the opportunity but want to help explain perhaps why
no one has given you a good answer to your original question. For further
information about packaging in Ubuntu, my recommendation is to please see
[1] and [2] which should help you.
