I think from your previous message that you know this, but just to be sure:
You can only go from normal releases to the next one.
So: 9.04 -> 9.10
9.10 -> 10.04
10.04 was a Long Term Support release; you can go from one of these to
the next LTS directly.
8.04 -> 10.04
10.04 -> 12.04
Next year: 12.04 -> 14.04
To get from now-unsupported ordinary releases, you will need:
* A 9.10 alternate CD ISO image (_not_ the ordinary liveCD)
* A 10.04 alternate CD ISO image (_not_ the ordinary liveCD)
Use the 9.10 ISO. Mount it in your hypervisor's virtual CD drive. Use
it to upgrade a copy of the VM.
Reboot the VM. If you can, connect to the archive.ubuntu.com
repositories and update it.
Then repeat the process again with the 10.04 ISO.
This /should/ give you a working 10.04 VM. You could stay there - I
think 10.04 is still supported for servers - or update it direct to
12.04.
