i'm not sure what you mean by "install of the ncurses screen", if you
mean the server iso, that doesn't (and never did) include a trace of
NM ...
if you refer to the alternate desktop installer we used to have, thats
long dead.
i also didn't say anything about "he said/she said" i just pointed out a
flaw in your assumption that an app that runs as the user is not able to
modify system files.

i didnt call you an idiot ... not sure which part of my post seems to
imply that i could think you are more of an idiot than myself. if you
find anything between the lines, be assured it isnt meant to :)
modern gui apps that are used to manage system level services usually
come with a system service that runs as a privileged user, the gui parts
run as regular unprivileged user and talk to the system service via
dbus, so the assumption that NM cant modify system files because it runs
as user is not true, thats all i wanted to point out ...
