13.10 upgrade

That goes for most things - generally the version of a piece of software
that's shipped as part of the distro on release day is feature-wise the
same version as is still in it when the distro hits EOL; the only
upgrades are bugfixes - functionality shouldn't generally change, even
patches that are only the addition of features.
