There's nothing that special about this release, in fact it's probably
one of the least-changing ones of the past few years. Generally the
in-place upgrade is very reliable in my experience, though there are
people who tend to have problems.
Personally, I just upgrade on or near the release day the next time I'm
sat at a computer that can be updated. I'd reccomend picking a quiet day
and running the upgrade, aware that you *may* end up restoring from
backup; it's really not very likely, but it pays to allow for that
outcome. There is no immediate need to upgrade, though, unless there's
some issue with your current install that is fixed in 13.10.
