No GUI means that X.org is not working. No graphical program will run.
What the OP could do, perhaps, is use the alternate installer to
install in text mode, then update from the command line (using an
Ethernet cable - in text mode there is no easy way to configure a Wifi
connection). /Then/ it will probably boot in VGA mode at least and he
could download and install the appropriate graphics driver.
However, I can't find a download link for the alternate ISO of 13.04.
Does it still exist for 13.04? I certainly used it for 12.04 and I
think for 12.10 as well.
