No. For some reasons dpkg has been interrupted while it was
configuring some newly installed or updated packages. 

This may cause problems, and to avoid to make things worse the package
manager refuses to do anything else before dpkg has finished its job.

The command

  dpkg --configure -a 

tells dpkg to continue to configure those packages.
