libshell-perl : Depends: perl but it is not going to be installed

I don't think there's really a problem to be solved. The module provided 
by the libshell-perl package, Shell.pm, is a core perl module that is 
also provided via the perl-modules package. Since perl-modules is 
automatically installed with perl, Shell.pm should already be on your 
system. Therefore, it's not necessary to install libshell-perl.
