The type of network doesn't matter, the installer script for the bad 
install simply has no permission to write the files to make either method 
work, no "root" account exists at that point or something like that.  I 
know how to use sudo, so I edited the files to make it work, then to keep 
network-destroyer from screwing it up, made the files immutable.

Yeah that a bad attitude I'm told, but I'll probably have that attitude 
till the installer is fixed.  Its my impression that it is still a problem 
child for 13.04. same as it was for 8.04.

The real problem is the total disconnect between between this list and 
ANYBODY at Cannonical.  Go to launchpad to file a bug, but I've changed 
ISP's, so my login from 2008 is no good.  Try to create another account and 
it claims I'm already registered.  Ask it to email me a password reset and 
it must be going to the old ISP, which is at least 4 years old & out of 
date.  So I'm stuck in no mans land, can't file a bug, and NOBODY here can 
do anything but give me hell for fixing it my way.  After a while it gets 
damned old, and now I'm in moderation to boot.
