from ubuntu when i connect to bad server it just hangs on after ssh key is authenticated, and does not return the prompt.

i do not have a sample right now, but it throws NO error (I did check the -v earlier)

just displays motd file and waits (for God knows what)...

This is not an error message and nor is it a description of the
problem - you've stated two things that are not happening, but not
what *is* happening. What does happen when you try to connect to the
'bad' server? Presuming you are sshing from Ubuntu, you can use the -v
switch multiple times to increase the verbosity:

    ssh -vvv user at host

Since you have, with the other server, verified that your client is
working I'd be minded to contact the administrator of the server you
can't get into and have them look into this - it's likely that that's
where the problem is.
