Upgrade 10.04 -> 12.04, no menus in top panel

Johnny I agree.  Take a look at Unsettings.
  http://www.florian-diesch.de/software/unsettings/

It's what I used to get rid of that annoying behavior.  It works most of 
the time.  It doesn't seem to work for fullscreen windows and some thins 
started with gksu.
