static IP & DHCP problems on LAN

The router has (for years) been set up to allocate dynamic address
from 100 up, and the computer's ifconfig output showed an address of
192.168.123.107 or thereabouts.  The syslog also showed a bunch of
DHCP-related stuff that wasn't there before the IP change happened.
