PATH for www-data user

When I run a Perl cgi script locally from the browser the www-data 
user's ENV contains:

PATH = /usr/local/bin:/usr/bin:/bin

But neither /etc/apache2/envvars nor /etc/environment provide the key to 
this mystery:

/etc/apache2/envvars : no PATH specified
/etc/environment : 
PATH="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games:/usr/local/games"

Pray tell which dark force hath dominion over this setting.
