According to this bug
https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1030431 it might be,
but I haven't tried it on 13.04 myself:

WORKAROUND: Disable the touchscreen with xinput set-prop XX 'Device
Enabled', where XX is the device number from xinput

Also see "man xinput" in a terminal for details. Then you have to run it on
each reboot. There may be other ways, also.
