WS=> Even to a citizen of the United States, the difference between the 
NSA and the Defense Department is fuzzy at best.  One can't expect 
citizens of other countries to know the difference.  It isn't a matter 
that makes any difference.  Lets just say it's the US government and be 
done with it.
