FoxyProxy, privoxy, Firefox 22

For some time I've been running tor & privoxy, & using the FoxyProxy
extension in Firefox.  I'm used to leaving FoxyProxy disabled most of
the time, & occasionally switching to tor.  Since the last Firefox
upgrade to 22, however, the disabled setting has caused Privoxy to
return 503 errors for all localhost URLs (CUPS, Tomcat), so I have had
to set FoxyProxy to "Default" instead.

This isn't really a problem, but I'm curious as to why it has changed.
